Can somebody tell me please...what kind of madnes is it to have 'road works' and traffic signals outside the White Hart At Witley...which is the main route for traffic from Goodwood Revival meeting?

There are queues of a mile long and more...

Did anyone ask the County Council before hand....if so...why did the Council agree?
